i9900k throttling to 4.1ghz for no reason? [help]

specs:
  • Gtx 1070 founders edition
  • i9900k
  • 32gb Corsair vengeance RAM 3200mhz
  • MSI MPG Z390 GAMING PRO CARBON (MS-7B17) Motherboard
  • Enermax AIO 360mm CPU cooler
I installed throttlestop because I wanted to undervolt my cpu a little. I saw there was a section for turbo clock speed or something and my cords were set to 50 50 47 47 and so on and I thought they needed all to be at 50 because my i9900k has 5ghz Turbo clock Rate. When I applied it all my cores went up to 5ghz and I had a bsod. Now my cpu won't go further then 4ghz in cinebench and I have little fps drops in games. Do you think it happened because of the bsod or can I do something to make my cpu clock to go to around 4.7ghz again because when windows starts my clock speed is on 4.7 - 4.8 ghz for a long time and then goes back to normal but in cinebench it can't hold it and my average clock speed goes down from 4.7 ghz to 4ghz and I get around 9900points in cinebench r23 also other stress tests have the same issue.
I know it was dumb from me but I hope there's a not so expensive solution :(

images below i set everything to normal and when running cinebench the limits all blink red and go to yellow again and sometimes are red consistently and go yellow again

In the TPL window, both turbo power limits are set to 95W. That is not enough power to run a stress test on a 9900K at full speed. If you want more speed, increase the MSR PL1 and PL2 power limits to 200W or 300W or to whatever your cooling system can handle.

I changed it to 150W on both and now everything is fine. How is it set to 95W? Did I do it by accident or was it set by my bios? Do you thing 150W is enough ? It runs fine with no limitations. Thank you again

The 9900K has a 95W TDP rating.


At default settings, motherboards are supposed to set the PL1 turbo power limit to 95W. Intel recommends that PL2 be set a little higher, approximately 120W. During a full load stress test, this will prevent maximum performance.

Some motherboards have an unlimited setting that sets both of these power limits to the max, 4095W. This prevents any power limit throttling, ever.

As long as your cooling is good, set them as high as you like. You have a fully unlocked CPU so it is OK to fully use it.
