Igpu giving display but dedicated GPU isn't

So I recently upgraded my motherboard and CPU, I gave my previous stuff to my friend. Well now he's having trouble because his GPU isn't posting, only the igpu works. He's using a Rx 5600 xt which I've tested it in my system and It works. I tried using a different GPU Rx 580 but It doesn't give a post either. Before inserting the GPU I removed all the drivers using ddu. Both of these cards are working in my system but not on his. I tried swapping the boot drive but nothing changed. I know that the board pcie slot is working since I tested It yesterday. I already tried resetting the bios, cleaned GPU drivers and igpu too, swapped monitors, changing the bios mode on GPU but nothing seems to work. I'd highly appreciate any help on this.

It doesn't even goes to the bios, all the time It's black screen and then eventually monitor goes to sleep

The pc does turn on along side with the GPU.

All I can think of is an compatibility issue. Does switching between UEFI/CSM do anything? I'd update the BIOS from your friend's motherboard too.

It's already updated to the latest. I am not sure how to switch between uefi and csm

Should be somewhere in the BIOS, I don't have a modern Gigabyte board on hand so I can't confirm.

I'm not sure what I'm suppose to be doing here. I tried resetting the bios too but it just doesn't work with either GPU. Only the igpu is giving display, even if I remove igpu's drivers from ddu or device manager still the dedicated GPU doesn't posts. I also tried using different pcie cables but it doesn't work either

Drivers doesn't affect POSTing since the drivers are loaded when in the operating system.

That motherboard seems to be some OEM model, Gigabyte doesn't even list it on their website. You said the mobo and CPU was your old combo. Did you try the same GPU that worked in your system in your friend's config? If so, the only difference would be the PSU.

NB: you should only use the cables that came with the power supply.

What did you use to test the PCIe slot?
My friend has an old amd Radeon hd 6450 I used it to test it 3 hours ago. I just gave the mobo and CPU yesterday. It was running without any issues with Rx 580 before I gave it to him

I'm well aware of that, I meant the second pcie cable that's in the psu

All else being equal, the issue points to the PSU. Or maybe the odd motherboard doesn't like a PCIe 4.0 card? You said it worked fine with both a 2.0 and a 3.0 one.

If possible, try testing with a different power supply.

Never heard of XPG Pylon power supplies. That alone doesn't mean anything other than it is not a major name brand. That said, according to their website, the PSU is rated at maximum power at 25°C. :( Note that most 1/2 way decent supplies are rated at 40°C and the better supplies are rated at 50°C.

For some sort of reference, my ambient (room) temp right now is 74°F (23.33°C) and just typing this (essentially barely above idle loads), my CPU is running at 27°C.

So even if that PSU is working to specs now (and that is not a certainty) I would still suspect it. So I agree with QuietBob and, especially with everything else eliminated, this looks as though it could be a power issue. Since everything inside the case depends on good, clean, stable power, the user must ensure he is providing it.

If nothing else, swapping in a known good PSU will eliminate power as the problem if the problem remains.

Can't do that without messing with the OS install unfortunately :(

I do (vaguely) remember something about newer AMD GPUs working only in UEFI mode. But even if that were the case, the RX580 is far too old to be affected by this.

hmm, I'll test the psu on my system and see if it boots.

Update: So I tested it in my system and It booted up without any issues, It's giving display aswell. So it's most likely a motherboard bios problem. The psu is working fine aswell. I am not really familiar with bios troubleshooting, I'd really appreciate any help on this

Sometimes the Display outputs on AMD cards like these can be wonky. I had a friend that had a RX470 card in his system and he came over to my house and demanded we go to the PC store to get him a new GPU. It was in the height of the mining craze so the 6600 he got was around $600 Canadian. Before we installed I grabbed a monitor I had laying around and brought it with me. Before we installed the card I tried my DP in the monitor (while the HDMI was connected to the TV) and we got a picture. He did keep the 6600 but I got a RX470 that I put in a $500 build and he got $200. There is also the fact that not all cables are made to work with the HDMI or DP port on your card. AMD cards have the latest versions of HDMI and DP so the cable you got when you had a 6800 1GB or even the garbage cables you get from some monitors can lead to problems. Just to prove it is PC I also had a 1200W PSU that led to shutdowns but passed every test that I put it through. When TPU users recommended that I change PSU I was at first resistant but then I found a Deepcool unit for like $140 that had 3 PCIe cables with no daisy chain. Once I installed that it has been rock solid Gaming ever since on this machine.

Since it is a Gigabyte board I wonder if the OP took out the battery for 30 seconds. On some Gigabyte boards, after updating the BIOS you have to take out the battery to finish resetting. How old is your Thermaltake PSU?

I bought the PSU around 5 months ago. I don't think I took out the cmos battery after updating the bios, but that was like 6–7 months ago. Furthermore, I recently gave the mobo and cpu to my friend, It was working without any issues then.
