aalthough i suspect itwas for mining market, since theres code "mi"
i did sugest you just wait for @eidairaman1 if you wanted to flash for gaming bios

MI= Mining
I want you to open GPU-Z, click on the arrow right next to the UEFI check box and attempt to upload your bios to the VGA bios collection within the program itself. You may receive a prompt stating the bios is already in the database with a link to it, copy that link and paste it here.
If you do not receive a link, proceed to upload it, however please copy that link and paste it here too.
This is 1 example of the bios you may or may not have.

Hello, I bought an RX 580 8 gb with aliexpress. I install windows 10 1909 before that I tried 1903 the operating system itself installs the old drivers 17.7.1 it seems to work by default but it’s not entirely correct in the GPUz not all the data on the memory frequency and the processor were displayed, I downloaded it from the official website
firmware F93. The problem is this after Windows 1903 or 1909 installs drivers (old)I install new drivers; they are being installed, it asks to reboot after a reboot after the BIOS logo when the system should be loaded after some time, like interference or artifacts in a different screen in different colors with stripes and the computer reboots so 2 times then the Windows prompts in safe mode to boot, I boot, I delete when using DDU, the driver that installed the Windows is loading, it installs its old driver and that’s it ... BUT when installing on 1703 I put all the latest drivers ... help Windows advice is on NVME from kingspec 256 gb mother Chinese took a set of Plexhd X79 + 32 gb + e2689 percent thanks in advance

Sounds like a rogue windows install.
Do you know how to use system restore or system reset?
What i need you to do is download the bios i gave you earlier.
Get the latest chipset driver for your motherboard.
Download the latest gpu driver.
These following procedures are presuming your OS has been restored or reset.
Unplug your lan cable or disable wifi on your system.
Run DDU twice in windows, once in safe mode. Restart when prompted.
Flash your gpu with the bios i gave you earlier.
Restart.
Install latest chipset driver, restart
Install gpu driver. Restart.
Then plug in your Lan cable or re-enable your Wi-Fi
