I was able to order a reference RTX 3060 Ti from Rashi Peripherals (rptechindia.in) at distributor prices.
They're the only supplier of reference 30 series cards at the moment, and their prices are quite reasonable.
Website says 'Send Enquiry', but if card comes in stock they'll let you order via a form even though website says 'out of stock'.
