Intel Core i5-4300m Power throttling

My brother has a Lenovo T440p with the Intel Core i5-4300m. It's been running fine for most of the time, but I've just noticed that it power throttles when under load for no apparent reason.

Here is a screenshot to demonstrate. Whenever the system is put under load, whether it's TSBench or Minecraft, it will intermittently power throttle and downclock to the base clock speed at random intervals. I believe this power throttling also affects the iGPU, since I've never seen it boost up to its top speed when under load. Also, the CPU package power is reported to be 10w higher than everything combined. In this picture only the PL1 and PL2 warnings are flashing, but I've seen EDP and GPU power too.

I've tried reinstalling the CPU and graphics drivers and adjusting the power limits with Throttlestop, but that didn't work.

What could be the cause of this problem?

It is unusual to see both PL1 and PL2 lighting up red at the same time. Most computers with 4th Gen CPUs have locked the power limits so you cannot use ThrottleStop to fix this problem. Post a screenshot of the TPL and FIVR windows so I can see your settings.

What could be the cause of this problem?
It might be a bad CPU but usually it is just bad design. Lenovo uses a different control method on my 4th Gen laptop to disable Intel Turbo Boost. Not sure why they thought this was a good idea. Installing Windows 11 on an older computer that does not officially support Windows 11 might be part of the problem. Did you have these issues when using Windows 10? Have you disabled VBS?

I can't access my brother's computer right now, but I know that the FIVR and TPL settings are stock, except for the locking the MMIO limits and editing both PL limits to 46w to try and stop it from power limiting. Originally it was PL1 37w and PL2 46w. I'm not sure whether the issues were already present in windows 10, since I did not pay much attention to it (It's not my computer after all), but my brother said that games were smoother and less laggy on windows 11. I disabled virtualization after I found the throttling because I wanted to try undervolting to improve the performance per watt (I then reset the voltages), but I can confirm that the throttling was still there with virtualization enabled. When I can, I will send screenshots and a log file.
