Your probably fine. No speed is usually guaranteed and there are a lot of factors that affect it. Unless your fiber it’s probably shared and over provisioned anyway.

Not without checking with a second computer first. Otherwise you will be wasting your time jumping through hoops as the ISP "tech"(?) runs through his troubleshooting checklist he is not allowed to deviate from. If a second computer works fine, it is pointless to call the ISP because they are going to say all looks good from their end.
