Is it worth upgrading from GTX 1070 to GTX 1080 for 1080p or 1440p or should i wait for new GPU

Technically, yes. GTX 1080 is 25% faster than GTX 1070 which is right around the difference between 1080p to 1440p.
With current prices - hell no

13 months ago i got my GTX 1070 for $714 AUD. I recently sold it for $700. Then i got a GTX 1080 for $716. So only $16 out of pocket to upgrade from 1070 to 1080, sounds good to me.
Reason why i did it was because i got an Acer Predator monitor and wanted to be able to push higher frame rates.

That's not the case anymore. Al least for now

Absolutely not worth it right now. Wait for the next generation of GPUs, hopefully NVIDIA will have some sort of plan to prevent miners from buying all the GeForce GPUs. Rumour says they are coming in only a month or so.

I would not expect the new generation to change things much. Even if they manage to make "gaming" cards unusable for mining (which I doubt), the prices are still dictated by previous generation as well as competition or lack thereof. New generation just might get the MSRPs based on current market situation (Read: +200 $/€/£ to everything).

Either live with the high costs or hope something to change with the way they are like cryptocoin market to take a hit, however (un)likely that may be.

I'd hang on for a while. Looks like the next gen 20xx series are coming out in a month. Note that this is still rumour at the moment, but it's likely to be true.

Wait. 2080/2070 (or 1180/1170) hits in a month. It will feature new arch, meaning that Maxwell/Pascal won't get as much driverfocus going forward.

Upgrading within the same gen is never a good idea. Its gonna cost you extra money for a similar net performance in the end, while next gen will bring the same performance at your initial card's price point. In the end you'll pay about twice as much as you should even if you factor in returns on selling the old GPU.

With current GPU prices, its possibly the least cost effective move you could make right now apart from snapping your DDR4 in half and replacing them for fun.
