is this a software glitch?

ive had this issue for quite some time now and i cant figure out what the hell is wrong. ive uninstalled software reinstalled software,updated drivers taken apart and put back together my pc several time and i cant figure it out. im at my witts end with this... all i have is a video to show if i can post it up without any issues.

anyone ever have and issue with this, and has a solution please help!

Hi,
It's only a 5 second video without even a monitor shown
Just off that power issue whether it's mother board/ power supply/ wall outlet/... no telling.

Have you reinstalled the cpu ?
Check for bent socket pins and reconnect all power cables cpu and otherwise try again.

Most likely RGB software issue. None of them are bugless.
