Not sure which "google" you're using. But you might want to try another one.
Ordinarily, I'd agree. But, in this case, it's Afterburner that sucks. Not just for being useless as far as custom fan profiles for Vega(which doesn't work at all). But also for not being able to overclock to the official max clock limits set by AMD in the BIOS. You can only go to 1980/1230 in AB. And the BIOS limits are 2400/1500. And "Extend official overclocking limits" and "unofficial overclocking mode" are both broken. Not that there are many cases where it matters much. I could probably clock my HBM2 to 1230. But it wouldn't be stable. It starts getting flaky around 1190+.
However, Trixx 6.5.0 seems to do all that correctly. The custom fan profile works, and the OC limits are actually slightly higher than the BIOS limits @ 2900/1500(well...the core clock limit is anyway).
I've been getting by with the SoftPowerPlay mod and OverdriveN on my Vega 64. It's good to know all your options though. The really useless POS is WattMan. Good for just about nothing. Except overvolting in combo with the SoftPowerPlay mod. Which works. But doesn't...really. Because you can't overvolt Vega and gain anything from it(on ambient cooling anyway).
EDIT: I forgot about the voltage thing with AB. Also not working correctly.
