My latency is usually in the 55s in aida64 but I feel my performance is kinda slow recently and I rechecked the latency and it is at 66ms. I reinstalled window and latency came back to 55 but now its back to mid 60s again. What is going on?

Latency varies by whatever is going on in the system (check background tasks).

Also - have you installed docker or wsl / wsl2? Hyper V can enable virtualization based security (vbs) and that takes a penalty to latency.

If nothing else changed then it's probably a background program running or some power settings - general windows performance tuning may help.
