Low GPU Usage in games [gtx 1070 ti]

Hello I am writing because I have a problem with my graphic card. The problem is that it has low usage in games [50-60%]. I've tested it on 2 video games Grand Theft Auto 5 and Rainbow Six Siege in one time with HWINFO is below . The thing is that on 3d brand time spy is all good except the initial demo where the GPU consumption "jumps". In Grand Theft Auto 5 the problem is that when you enter the city the fps fall, I'll add that when I turn on vertical synchronization in this game the consumption increases from 40-50% to 60-65%. In addition, I tried to change the drivers, nothing has changed. Please help me.

Try the latest nvidia driver.
Are you gaming @ 1080p 60Hz? (In that case you can use V-Sync to have up to 60fps)
CPU bottleneck?
Did you compare with other users having this CPU/GPU ?

As for the monitor, I have 60 Hz and 1080p. Additionally, please see the links above . As far as the processor is concerned, it is not a bottleneck. Before this card I had a Pc in gtx 1660 super and the Rainbow Six Siege went 98% GPU . Then I tested the gtx 1660 asus in which there was the same problem.

It would be beneficial to leave out the the logs and just report relevant info.

1. Max GPU temp
2. Does GPUz indicate any throttling, what cause ?
3. In order to use the full power of the GPU, you will want to throw something at it that will push fps down below your monitor resolution.
