Max FPS issue

Well i have duel monitors and on the primary moniter atitool gets about 30fps +or-1 fps. on the secondary monitor i get 85 fps solid.

Both will not go higher even with overclocking. Is there a FPS limit setting somewhere that i do not know about in atitool or ati driver? Why would one monitor be differnt fps that the other?

My current specs are
9500@9700 soft mod Catalyst 5.6
1024x768 85hz <-could that limit to 85fps?
3d tab set to balanced D3d/openGL

Well Chad Max Refresh Rate=Max FPS on a CRT(With V-Synch on) so if your monitors Max refresh is 85 you will get 85fps
In most cases V-synch is the way to go because the monitor cant render any more frames than its max refresh anyway,tho it looks cool to see 150fps its just that(looks cool)
