Memory, CPUZ v Task Manager

I'm a bit confused, I'm not really a novice to PC building but I thought I'd do my mother in law a solid and upgrade her PC for free . I picked up a matching part number 8gb ddr4 strip (3200mhz) both seem to be hynix 1gb chips single rank .

Task manager has the correct info at 2933 MHz which is the 3400g memory bus limit , however CPU z has it at 933mhz instead of an expected 1466 (2933/2) . Due to it being a HP the bios is on hard lockdown.
So which app is telling the truth ? Most say CPUZ but dam that's miles out of the expected frequency. Some have suggested memory can boost and scale but others say that's a myth on desktops?

To expand on the previous post, laptops usually have power saving features which allow for dynamic RAM frequency but some (prebuilt) desktops can have it as well. Try running a stress test and see the RAM frequency in CPUz

I will have to run memtest on it next week and see if it boosts . Honestly HP have done everything possible to block upgrade ability of this unit . CPU upgrade is non existent also , never mind the 180w PSU. My 40 buck a520 board is infinitely more user friendly. Some people have mentioned Ryzen master works but the mother in law is scared that the PC will instantly break downloading any non hp software.

Ok the update it does have a weird boosting behaviour in CPUZ on dram, at the start it does nothing but later in test dram goes up , hwinfo has a locked 1467 Freq with no min or max changes. The uncore doesn't go high now in cpuz. This is one weird PC

That way they can meet their power saving standards or some green eco standard and market them to potential customers who ask. It also kinda justifies their low powered PSU. Save power wherever possible and do it cheaply. By using such settings in a bios instead of say, putting in quality parts that are truly power efficient and certified to be power efficient, they can make do with cheaper parts, lower their BOM and increase their profits on lower end products.

I run a 5700g with an igpu it doesn't come up as Async so feel it's likley the custom mother board

My 200ge and 220ge run async on B450M-A.
I don't recall what my Celeron G6900 runs at though, painfully slow gpu though. So I refrain from using it.

Sticking with mixed memory issues right now though. OP has to do the testing, and that's difficult without additional hardware.

Last of the images , sorry on the poor quality. The wife who's not hardware literate was skyping them over and I was screen shoting the screens .
So Hwinfo matches task manager and these are matching strips bought at different times

Its easy to use and clearly shows all info related to RAM speeds and even timings.

If XMP is not enabled in the BIOS then you do get the issue where MCLK / FCLK / UCLK fluctuates up and down. MCLK goes to 1333 under load. = 2667MT

Example 1 no XMP enabled.

I used hwinfo , task manager and CPUZ .
There is no XMP as previously mentioned HP gives no access to advanced settings
