Memory Speed and Latency Calculation for x299

I am looking to get a kit of 4x16GB of DDR4 memory for my x299 build. Normally I would think the higher speed/bandwidth is the kit to get. However, calculating the latency in nanosecond (Perhaps my calculation method is wrong. I am using - ( Memory Speed / CAS ) * 1000 to get the latency in ns). For example, a 3200 DDR4 kit with CAS 16 operates at 1600MHz double pump, so the latency is 10ns. However, there are some kits with higher speed but also higher CAS and higher latency. So what would be a better memory kit, and why?

This is a DDR4 3200 with CAS of 16, 10ns latency by my calculation
