Meshify S2 fan hub doubles the PWM input?

after my NZXT H710 suffered from the good ol' NZXT Torque (literally every screwhole is worn out by fastening them with a industrial drill)

i bought a Meshify S2 on a sale for 120€
i love the case so far and i have noctua industrials 3000RPM (i want to run them at low RPM)
the problem is:
The integrated Fan Hub doubles the PWM Input and fails to deliver any proper signal at below 40% PWM speed (for all Fans. Corsair ML120 Pro, ML 140 Pro, NH D15 Fans, NZXT 120mm Aer Fans and the Noctua industrials)
even a single fan into the Hub on a PWM connector results in at least double the speed that i can set in the bios.
Plugging the same fan in the same PWM header on the motherboard results in exactly what i want. 25% PWM, 25% of the max fan speed.

any ideas? i populated every single fan header instead of comfortably using the fan hub.
