If it sounds like a small bump then you should be fine. What board do you have?

Thats capacitance happening and when you say bump do you mean a pop?

If the system boots fine then nothing to worry about, if it doesnt boot try suggestions below.

Pull the mobo out of case put on non conductive surface with minimum equipment needed to power monitor, kb, mouse, psu, turn mobo on and see, if no boot try another psu, if no boot check cpu pins for damage.

By the way please post complete system specs here to included make model of Power Supply and motherboard.

1) It's probably not motherboard, but a PSU that makes sound. Some cheap crap is famous for standby whine, and sometimes it's caused by dust. Until you fill in your spec, I can't tell more.
2) It's totally normal. Some PSUs have better discharge circuitry, so they drain to zero in a matter of seconds, and some PSUs are shit and don't discharge for a few minutes or sometimes hours.
It's just a wild guess, but I assume you have something cheap and/or old powering your PC?..
