Msi gtx 1070 gaming x idle temperature issue

Hello to all,
Two days before I was curious to test my new rig by doing some benchmarking tests. I did 3Dmark firestrike,furmark and heavens becnhmark.
While at heavens bechmark my pc hanged and sound distorted constantly then I switched off directly.
One of my mobo's ICs burnt and repaired now.
Evrything is back to normal but my gpu temperature at idle is now increases just after OS booted from 39c to 60c without any load or usage(GPU fan turned off).

What I tried to solve this-

1. Reinstall drivers n softwares after clean uninstalled from registry either.
2. Re-Located my GPU and checked every wiring n airflow(all was good).
2. Finally, Reset my windows(re-installed).

Nothing worked.
At some moments somehow I managed to stable at 39c without fan moving. But when I trying to see Movies on VLC player, temp increases again to 60c.
Tired of being trying everything, frustration forced me to writing this to you guys.

My own solution is - Set gpu fan curve to 30% at 40c, 40% at 50c and 50c at 60c........

I have Few questions-

1. Will setting gpu fan manually like above does any harm to my gpu at long run.(anything)?
2. Is something bad happened to my GPU that I am not aware of now maybe in future I have to pay for this. If yes, should I replace this for new one?
3. Is somehow my "repaired mobo" is responsible for this?

Note 1 :- At gpu load while gaming all was same as before with max temp is 67c as gpu fan do their job.So no problem at load.

Note 2 :- Before this accident my idle temp was 39c and load was 62-67c without fan rotating.

So please help.

whats the fan setup on your case?

Also -- keep in mind youre in India so Ambient temps might have a huge effect on your hardware temps.

As long as it operates within spec, it's going to outlive you technology wise.

3 led 1600rpm at front(intake air), one upper side of case 1600rpm exhaust air and one back side which also exhaust air.

Anyway. According to Cooler master's website the coolermaster case 5 doesnt have a fan mounting at the top.

Optionally change the 120mm at the top to a 140mm or change the the fans at the from for Silverstone Air Penetrator's that will channel the airflow across your graphics card if you dont have a side panel. Not a lot you can do really.

At time of my positing -- google was quoting the temperature in india to be 28'c and that to me is hot. Id say your temps are within margin of error -- Dont like it? buy an air conditioner or move to a place with a colder climate.

Will buy air conditioner next summer. Can't move to colder place.
So, all I need is to run gpu fans manually, isn't it?
do running fans decreases gpu performance?

Look at core n memory clock
Forget about gpu load n controller load, that was 0% but at the time of screencshot this was 1%.

I have the 1070 GAMING 8G in my work PC, here is a screenshot of GPU-Z just in windows everything stock. My GPU fan will go to 28% every once in awhile if the temp hits around 60C.

Problem Solved.
For all those victims of these problems- Temp. rises at idle, Core clock n memory clock stuck at something higher than usaul like 936/1521/2003 etc etc. and also for higher power consumption TDP.
Here is the Exact cause n Solution I found-
Goto task manager and look if MSI OSD service is running or not, if yes then end task it and see again those graphs.
These MSI OSD service comes with MSI gaming app and runs in background without any notice, so I just uninstalled this gaming app and it worked.
Edit- Dont upgrade to
TechPowerUp GPU-Z v1.12.0
this also casusing the same problem. If you did already then downgrade it to
TechPowerUp GPU-Z v1.11.0
