I'm puzzled about why this customer PC won't spin up the fans, apart from one.

The customer told me that he's been having issues with the PC randomly restarting, BSODs and 'strange' noises from the fans.
On opening it up, the radiator PWM fan was stopping and starting, but mainly stopped, causing the CPU temp to rise to around 65-70c on idle. The fan was initially connected to the pump_fan header which I then changed to the fan connecter coming from the pump itself (as recommended in most AIOs). This made no difference and the fan wouldn't spin up.
I then connected the fan to the remaining three sys_fan headers but it still wouldn't spin up. I then tested the fan on my own PC and it worked normally, so there doesn't appear to be a fault with the fan itself.
The 3 pin case fan on sys_fan 1 works normally.
I then reset the fan controllers to default in UEFI, tried all other options including PWM, DC and auto, and flashed the BIOS to the latest version, all with no effect.
The only things I haven't yet tried are testing with a different PSU and another PWM fan, which I'll have to pinch from one of my other PCs.
Indeed, I have read threads on other forums like EVGA and MSI with users having similar problems. I also installed the EVGA Flow Control software which also installed the USB driver, but it didn't even detect the fan.
Clearly more work is required on this, but it's a head scratcher.
