My pc bootloops every 2 seconds

(if some of my english doesn't make sense, it's because It os my second language)
So one day when I went to turn on my PC the fans/lights strated turning on for 1 second then off and 1 second later on again, I tried cleaning everything disconnecting ram, drives, etc. basically everything except for the motherboard, CPU and power supply but it still happened the same thing. I think it's probably the motherboard but I don't want to buy another one without being 100% sure that's the issue.
Specs:
ASRock B85M-HDS
i5 4690
10 GB of RAM (yes 10, 2 GB and 8 GB, I know this is not the optimal configuration but I tried replacing it with 2x4 GB ddr3 1600 ram and the boot loop still occurred.
Power supply: bangho 450w

Usually a power supply is at fault. If you have another, try it out.

Disassemble everything and rebuilt from scratch. It doesn't take too long by the way.

At this point, i would remove the CPU from its socket, and carefully inspect if there are some missing / bent pins on the socket itself, or some oxidized / burn marks

Also check all over the motherboard with a magnifier if there's no missing surface mounted components, burn marks, etc...

Do you have any spare CPU you could try in this motherboard, to rule out a faulty cpu ?

I do not have a spare CPU compatible with this socket.
I also didn't find anything wrong with the socket or the motherboard everything seemed to be alright, but I'm not an expert in detecting issues on motherboards. What I did was, I compared it to an image of the same motherboard and try to see if there were any obvious missing parts, then I used a magnifying glass to look if there was anything that indicated burns or corrosion but didn't find anything.
