Reinstall drivers with a clean install, restart PC, reinstall MSI Afterburner and check again.

Because i have not enough memory(closed virtual memory) to test.
My pc only have 8gb.System used 3.2GB.
The test program can load less than 4.8GB data.
So my test result is wrong.
i make a mistake.win7 display 3GB is wrong.win10 display 12288 is wrong.

I don't understand and I really doubt you understand what you're testing, and what you are using to test this.
Virtual Memory = Windows turns a part of your mass storage devices (harddrives, SSDs) into 'standby' system memory for whenever its needed. This number can and should be managed by Windows itself, don't touch it unless power user.
RAM = the 8GB of physical RAM your PC has, those ugly flat sticks you plug into your motherboard.
System used = currently used RAM of the 8GB you have
GPU VRAM = not visible as Virtual memory or RAM. This is the vram you are looking for, and trust me when I say all 1080ti's have the same amount
Your test program loading whatever amount of data is irrelevant. VRAM usage fluctuates constantly and is not connected to system RAM (and also not to the 4.8GB you talk about).
I get the impression that the program you are testing with is actually a CPU stress test that checks SYSTEM RAM. What are you using? OCCT?

Just download MSI afterburner and run a game and then look at the graph and you'll see that it's using the correct amount of memory or not using the correct amount of memory
Vram = video card(gpu) memory
Virtual ram (pagefile)= windows allocating hdd/ssd space as a cache of sorts.
If im understanding your issue, the two have nothing to do with each other in this situation

Holypoop this thread is a mess.
Speccy will only show 3GB because Speccy is weird, and MSI AF charts will only go up to 3GB but still show how much is being used above that amount. As people already said GPU-z will be fine and it is.
The question is why do you think a 1080TI only has 3GB vram and why you trust Micro$oft.
