I have a friend who wants a new rig that he will be building himself. He has a budget up to $1000. He requested that he wants the computer to be quiet because if it's too loud, he wouldn't be able to play games during the night because his old computer had a loud fan that always disturbed his parents. He said that it will be used for moderately gaming. He will be using Vista ultimate edition.

No offense, but you are leaving out a ton of information.
Does he want to build it himself?
Does he want a prebuilt?
Are you going to build it for him?
Are his parents deaf? (just kidding)

Give us some more details so we can help.

^^ I like that build but, you could be a budget minder and play the "waiting game" until next month when the 45nm chips get released. Do like an e2140 or something for the time being. May be worth the wait while using the "cheaper" cpu.

What monitor is your friend planning on getting/using?

I would honestly wait, there's a new line up of technology coming out very early next year in January/February that will drive prices of certain "older" technologies down. Your friend will be able to get a lot more for his money if he can hold off just another month or two.

Did you say Windows Vista Ultimate? Well then add $300 to that shopping cart, as that's what it costs (or $170 OEM).

ok a simple solution is to go to home depot and buy a sheet of pink foam board used for exterior house insulation. it will block all sound from going through the wall and since it is dense celular foam it wont crumble or shed like those foil backed styrofoam boards will. it only costs $8 and you just put it between your computer and the wall so your not actually attatching it to anything.

this is what it looks like: http://www.owenscorning.com/comminsul/systems.asp?system=79

this is what home depot has: http://www.owenscorning.com/comminsul/products.asp?product=25&system=79

it comes in 1/2" thick sheets that are 4ftx8ft just like sheetrock or plywood

But isn't this always true? Always new technology, but it comes out so fast these days that it still takes months for "older" technology to come down in price. Also, when I did the parts list I assumed that he already had Windows Vista Ultimate. I mean, why spend that much money on a craptacular operating system, when for half the price you can get xp and get the new sp3.

I would not invest $290 in the GT. Because the price is so inflated, next week you'll probably find it available for $250. Actually, I just bought my BFG 8800GT for $237.
