My P400A fans doesn't spin...

Including default 3 RGNB fans, 1 isn't spinning when I turn on the PC. I try to unplug the fan to other slot,but the outcome is same. I remember i successfully turn on PC with 3 fans spinning. However, it doesn't work again. Could someone pls help.
