My pc doesn’t seem to be on

so I have no hdmi cable so i am currently unable to actually check if its on.
i Tried switching it on to see if the fans would spin but I heard a crackling noise.
i researched and apparently it’s normal.
i waited to see if my fans would at least spin but they aren’t spinning.
from what I researched my fans are suppose to spin.
could my power supply be faulty or should I remain confident and
wait for my hdmi to arrive?

The system should boot up as per normal even without a monitor attached.
All connected fans should spin unless you have a 0 Db fan GPU, LED's on the Motherboard should show the boot sequence or a Digital Code if fitted.
Ensure all cables from the PSU are correctly installed and in their correct positions.
