I'm pretty sure that 20% power limit is default and correct.

I hate to say it but I think we have exhausted all the options I can think of.

For some reason the signal for detection of the card just isn't happening.

The fact that HD5770 works means the 370 may be on the way out.

It seems to be a case of signal strength or timing. It could be that the card has deteriorated or has a component that isn't performing as well as it should.

You may find that new pci-e extenders may work or may not. That's a cost to you and that may be a futile endeavour.

Either way, I think we have been beaten today.

I also just had a thought.....just check that the pci-e connection pins on the card are nice and shiny-clean.

Because of "reasons". It's just a quirk with that particular card it seems.

IT JUST DOESN'T WANT TO

I understand your frustration. Any other gpu's lying around to try?

Otherwise, sell it and try another one.

I saw something, when the gpu is not detected ,after i turn on the pc the keyboard is turning on , the lights are on, after 2 seconds, the lights are off, the mouse is on, is there a conflict?, or something like that ? Because not every time is doing like that.
I have another card , but very old , i will try with that , i hope you understand the issue with the keyboard

Yes. My keyboard lights do the same thing. It's definitely not a conflict.

Does flipping one cable over make a difference?

If you mean swapping the order, we tried with no change.

Yeah there's no question the card works. It just doesn't want to play with your 2 pci-e extensions.

I'm curious what is your motherboard bios version?

I only ask because:

Version: 7A34vAC
Release Date: 2018-03-12

Description
- Improved memory compatibility.
- Improved PCIE device compatibility. ******
- Update AGESA Code 1.0.0.1a to support new upcoming processors.

No, I meant physically flipping one cable over 180 degrees.

Couldn't hurt to update your motherboard bios.

May as well try anything at this point.
