Need a 140mm PWM case fan for ~300rpm

Requirements: 140mm PWM case fan capable of sustaining very low (~300rpm) speeds.

I've been researching Noctua and be quiet! fans, but the minimum speed information can be conflicting or not even available. Anyone?

Currently I'm running some kind of Antec 2-speed non-PWM fan that does a minimum of 850rpm and chugs away like a Massey Ferguson in the background.

Noiseblocker makes nice fans, have a 140mm facing impeller up, one of the more stressful positions for a fan, for the past 2 years no noise at all, no rattle, low speed fan but it moves plenty of air. I think its a PK-1.

I was looking hard at the Noctua NF-P14S, seems like a really good value option. Almost bought one but ended up spending extra on the NF-A14 Chromax. I've never tried Noctua before so it'll be interesting to see how it goes.

Yep this new fan will be top-mounted as well. Even when gaming it's the only case fan spinning because it's so effective at bringing system temperatures down.

The Noctua fans are pretty good. Arctic F14 are also pretty good and can do the RPM range you want. They are also usually cheaper too.

Not sure who makes corsair or artics fans but it's not like there are that many oems out there (protechnic, global, yate loon, ong hua, etc., etc.,)

Are not Noctua fans completely designed by them (not a jab just asking); that to me has more weight than who is actually manufacturing the fan. As far as Arctic I would get those because of price/performance at $8.99 they are kind of academic to me.

I've never worked for Noctua so I can't say how much input they have but I would assume far more then most companies (if not more then any other competitive company). I know from my own experience that often the OEM comes to you with their line up of products and i would assume that happens far more often for case fans.

My own personal experience, Artic is OK but can get noisy past 900rpm. Scythe and phanteks are better but can get noisy past 1200rpm. For $4 more I'll take the Noctua fan every time. I find antec & corsair over priced and avoid cooler master and thermaltake. I've had great luck with Enermax twister fans but their overall reviews suck.
