Mate, graphics cards run at much hotter temps than CPUs do. For example, my Asus 9600 GT Black Pearl has a nice circular cooler with two heatpipes on it, and it runs at mid 40s at stock speeds. Thats normal for even a good cooler. If you're overclocking, you only have to watch out when your temps start to get above 70. But if they're consistently below 50 when idle, then I really wouldn't worry about your idle temps. As long as the cooler you get keeps your max temps below 80 you'll be fine.
I'm able to keep well within these temps when running with Core 780 MHz, Shaders 1930 MHz, and RAM 1100 MHz.
Go with the Accelero if you want a good cooler though.

My 9600gt idles around 38-42c all the time. I have the stock cooler which I hate. I may pick up one of those Accelero S1 Rev. 2 just cause.

It will take more than 150 degrees centigrade before anything in a pc catches fire.
