need advise for a server build

Ok, my friend works in a company and he needs a server. (neither me or him have much experience with it)
I told him that he could buy a regular PC a use it as a server, but he says that motherboard chipset needs to be built for server...

Anyway, server needs to support terminal mode for 10-12 users, DNS/DHCP, AD, mail server, file server, and it will serve as proxy server for the internet access.

So, what do you think? Should it be some hind end PC, or should he go and buy a real server?
