Need help building around an i9-9990XE

What I have:

i9-9990XE
4x16gb - G Skill NEO 3600mhz cas14: F4-3600C14Q-64GTZN
2x EVGA RTX 3090 FTW3 Ultra (Air cooled)

I'm leaning towards the ASUS X299 Sage II WS Pro for the mobo. That pex switch onboard with 7x PCIE slots, u.2 and quality VRM is the reason for this board.
The alternative I'm considering if more of a gaming board ROG Rampage VI Extreme Encore.. I pick up lots of cool features like liquid cooling on the board?, 10gb ETH and AX WIFI, but nothing I cant add to a PCIE slot really.

Also both have VROC but I have never used it. Totally familiar with the Dell h7xx and LSI megaraid controllers as I use them daily in a VM cluster, I just need something fast and rock solid for raid 10. I typically use a pair of u.2/m/2/ssd for OS/Apps, and then a pair of high 10GB+ enterprise platters with an SSD cachecade setup for data storage. Does VROC have battery backup support, should I be using a secondary controller for my non boot needs to avoid data corruption in a power event? Any help here is appreciated as VROC is something entirely new to me - I will read up on it, just havnt had a chance.

Also OC and cooling. So this chip shows a TDP of 255w, but turbo usually adds 25%, and this having some 2nd level turbo seems to show some users showing 500w???? I cant find much information and there is more speculation than real information out there it seems. If this is correct I'd imagine there is no room or need to OC since I'm not using this for arbitrage trading and will have fun cooling it as-is. I have an EPA 608 License, but I want stable and above dewpoint (I'm in Florida), so no ln2 or phase change for this build. Also I dont see a lot of headroom to take this to say 5.5ghz so would I be fine on rads alone? I havnt decided if I'm going to put the GPUs on liquid yet. So would i get away with a 420MM AIO say Arctric Freeze II, should I do a custom loop with 2x 240mm, 360mm or a single 420, 280, 600mm rad for the processor? Should I be considering an aquarium chiller and converting the GPUs to liquid? I dont plan to need more than 1 or 2 GPUs but I didnt plan on ever getting a i9-9990XE either. I have an i7-8086k and had an i9-9900ks and this was a bucket list dream chip that just popped up for sale and I bought without thinking. So as a non day trader, the 2 options for this machine will be power workstation for architecture, engineering, graphics design (and not just saying I dabble in photoshop, I design facilities, use VR, BIM, Unity, etc for a living). Second option is if this is just too overkill (my i7-8086k is still fine right now), maybe I throw it in my Intel VM stack and rent out a few 5GHZ + 3090 VMs for cloudXR or remote compute, something you cant spin up with AWS or Azure.

I'm looking at a thermaltake core w100 case as it leaves room for everything including huge rads.

Any help is appreciated. I'm not looking for extreme benching. I'm looking for a power workstation that is rock solid stable like my i7-8086k has been pushing 5.1ghz+ daily for 3 years. Doubling the core count is basically the perk.

Any thoughts are appreciated...and no Im not going to sell it and just buy a threadripper...so please move on if thats your input.

8086k it would take three of them to equal one 9980xe buddy so 5.0 is not going to happen without a chiller period.
Best thing about 99...x series is adaptive core voltage actually works where as 109..x doesn't.

Boards are all budget encore is top dog choice.

Just verifying you dont think 2x 360mm or 2x 420mm rads wouldnt be enough for the chip alone? Its a factory 14 core 5.0 turbo not the 9980xe 18 core.

But 99..x anything isn't likely going to do 5.0 as a work station without a water chiller or air chiller.

But 99..x anything isn't likely going to do 5.0 as a work station without a water chiller or air chiller.
Any thoughts on size in L, GPM, HP? Should i be looking at refrigerated aquarium chillers, industrial laser or lab equipment? Any help is appreciated.

Cooling a beast is all budget restrictive, spend all you want too
My spec's are clear as day only system I can do 5.0 and over is 10900k and that's only 10 core
My 9940x 14 core like you're saying you have now can't do 5.0 as a work station or really benchmark with 2-280 gtx and 2-360 watercool mora's it's best is 4.9 just benchmarking.

Ill have to check with the chiller crowd then. This is the chip I have the i9-9990xe, its a super binned i9-9940x

Never heard of that one frankly but heck start with your 2-420 rads and see what happens
Probably going to need some sort of external rad system but yeah fish chiller 50 gallon water tank...
There is a difference in work station and benchmark play :)

If im not mistaken there was a dude over at hardforum that had one of those chips. He is/was a professional reviewer(i cant remember his forum name). He couldnt get his stable at anything over 5.0-5.1 all core with high end water. I forget what his loop consisted of exactly but im pretty sure it was at least dual 360s and a 240. I would plan your loop out with the best gear you can afford. It may be wise to hold off on a chiller until youve had a chance to get it under water first. Youll have everything you need to integrate the chiller at that point anyhow and you may decide you dont need one.

This processor was only available for sale in a special auction that intel did. Very few made it out to the public.

I oulled the trigger on the ROG Rampage VI Extreme Encore last night. I liked the sage but couldnt find one in stock or from anyone that looked remotely reputable. Both eeee Asus Bosrds and though i liked have a pex switch on board, i have external pex risers js i really need to add more than 4 PCI cards. Besides Its not like im lannkng to run 4x 3090s, i can barely get 1 to break a sweat lry alone 2.

Im running my i7-8086k at 5.124ghz solid since Nov 2018 on a single EVGA 240 AIO and it has been solid. Benching gets warm but as long as I stayed under 5.3ghz i didnt get into trouble.

But for daily use h backed it down to 5.124 and held theee ever since in the <50c range for just about everything.

Id orefer nit to go chiller ir id want to buy a thermaltake w200 box so i could house the chiller in the case, but ai figure if im currently running (for 3 years) a 240mm AIO @ 5.1ghz on 6 cores, 14 cores would has i need (240mm/6)×14= 560mm. If i went with 2x 360mm or even 2x 420mm id have around 720mm or 840mm.

Also are there double pump parallel loops or donyou run tinto flow restrictions?

I was thinking of getting a small 25L chiller to put inline in the box along with the radiators as it 4x4x6" ..it wouldnt be enough to stand alone, but an addition -6c delta would go along way. Stripping -6C on the top end, and a setting of 25C (78.8F) would keep the system above dewpoint). Ive been looking at laser diode cooler loops and industrial loops as well for higher reliability and greater gph for the same small capacity.

Im well out of my element with liquid cooling. I hold utility patents in DX refrigeration and facility design, but short of woking on building chillers, i have little (read as none) experience with cooling at this scale and i dknt want to run phase change for a lot ofnwasons, but namely condensation.
