Preface:
My system was running stable for awhile, and while playing the Sims 3 just shut off. After turning it back on I used default BIOS settings to try and figure out what happened. After loading the OS it took about 3 minutes and it shut off again. After a few more tries it got to the point where the power would "flicker" (See video below).

Question:
Could you guys help me figure out what the cause of this issue is? And how I should go about fixing it.

Extra Info:
I tried turning it on with a different cpu (E8600), then tried without RAM, without a HDD, and no Video Card and nothing changed.

Video:

Note- Video was taken after computer was "turned on", each time the lights come on it starts up and shuts off.

Specs (if they help):
Asus Rampage Extreme
Intel E8500
Mushkin 996601 RAM
WD Raptor X
Watercooled

Check for leaks?

Try a different Powersupply.

I checked for leaks.
Unfortunately I don't have an extra powersupply to test. But the one I'm using is brand new.

I'm going with motherboard on this one... though it could easily be the power supply. These are pretty much the only two things left you haven't removed or swapped right? Leak could do it too. Always good to try removing the cmos battery, unplug the power and all that jazz.

Definitely a power problem somewhere....

I would does as Zen says. And most definitely try another PS.

If not. I would venture a guess that the power circuits on the MoBo may have went south...

I had the same problem a week ago after I unplugged my rig for the night. I'd start it up and would have the same "flickering" lights. I have no idea why this happened. I reset the CMOS, redid my bios config and haven't had the issue since. Another member (can't recall who) had the same problem too. We are all using Asus Rampage boards. :ohwell:

I'm going to try to borrow a power supply sometime today to try.
As for now, I'll remove the CMOS, shut power and wait a little then try again.

Just a note, this is my second Rampage Extreme and this one is only a month old. It's ridiculous that anyone should have these problems on a (at the time) >$300 board. </rant>

Got something similar yesterday on my 3,5 months old PC. It started to lock up every half min after booting up, then it started to stop OS loading, then it started to stop showing bios... did everything i could (cleaning, cable rechecking, cmos reset, checking ram ( didnt beep that i dont have it xD), hdd , gpu... useless). guess mobo said goodbye, it already was acting strange sometimes in the first month of life...
Now i have to think how to get to capital to change it xD Sitting on my old athlon xp pc now...

Hey. after taking out the CMOS battery, and unplugging the powersupply, and a few hour wait it turned on!
Then as I was looking in the case to make sure everything is okay I see a water droplet fall from the video card and hit a black chip on the motherboard, and though I lunged to pull the power, it shorted, and the computer shut off (Just my luck).
Anyway, after that I dried it off with paper towels, fixed the tubing problem (Tube slowly was slipping off), and blow dried it to be certain I did everything I tried before and it worked!
Not only that but I got a few hours of the Sims 3 in too. I guess I'll never know if water is what caused the original problem, but if not I'm sure something will go wrong down the line :p

I just want to say thanks to all of you for helping me out! It really was a day-maker.
