Need help with a GTX 970 MSI card

I recently bought a GTX 970 knowing it had a problem the problem is that the card gets stuck at both a low mem clock and core clock and when in load it says that it's at 100% usage, the card doesn't overheat, I know the motherboard isn't the problem since I use another card and it works flawlessly. I already tried the usual uninstalling drivers with DDU and installing the latest drivers, I also tried flashing a fresh version of the same bios and still nothing the same issues still appear, I have a multimeter and tools to repair but don't know what to repair, help will be really appreciated

It's a built in safety protection, TDP is showing as exceeded so core clocks are reduced.
