I don't believe that 550W in the Hardware Secrets review is from the same series of PSUs as the OP's 450W. I believe the 82+ in the model number suggests the efficiency, noting that 550W is 80 PLUS Bronze certified. Yet the OP's 450W does not appear to have any 80 PLUS certification at all. Not even basic/White. And it does not have 82+ in the model number.

Would you trust this one for budget build ?

Well, that depends on the power requirements of that budget build and on the criteria you are using for "trust". Honestly, Enermax is not a name that instills trust (at least for me) in the first place. So... ...I start out with a bit of bias against them here.

Budget does NOT imply the connected components will "sip" power. You can still put a power hungry CPU and graphics solution in a "budget build" and perform demanding tasks. So we would still need to know what the supply will be powering AND what tasks the computer will be running before determining whether or not I "trust" the supply has enough power to support those components.

Also,

Do I trust it will not blow up and destroy all my connected components? Yes.
Do I trust it will power my computer economically and efficiently? No.
Do I trust it will deliver good, clean, stable power? No.
Do I trust it will provide many years of reliable service (beyond the warranty period)? No. But this may be where my biases are influencing my judgement. I have seen budget supplies still chugging along after 8, 10 or more years of service.

honestly i wont touch that brand, it also avaiable at here too, mostly bundling a pc case, but if you were running lowprofile setup its alr good enough to handle your pc

It's Ok brand, I have Enermax PSU for 6 years already and I had no issues with it. It also powers my new build, which is great.

It's a CWT DSA platform using SAMXON caps, think thermaltake TR2 or old Corsair CX line. My two cents, for an office PC or gaming PC with a GPU that pulls all it's power from the mobo it's OK. The platform is solid for what it is and the parts are mediocre but obviously aimed for a specific price point. You can do worse (depending on your market) but you can certainly do better.

They used to make solid PSU (like actually build them themselves) and have brought some good units to market. Like CM or Thermaltake, they have a line of hit and misses that the user needs to research. It's a brand, at the end of the day all they really handle is marketing and warranty.
Their new MaxTytan line is flat out excellent (also made by CWT) and if we swapped labels with the Corsair HXi we would all be saying how excellent Enermax is.
