Want to get my cpu even cooler before summer hits.
Now my current cooler isnt bad by no means.
Idles about 38c and reaches about 60c under load.
I can get it down to 30c idle by upping the cpu rpm to 1600.
But its too loud really by anyones standard.

Changing the cooler to silent mode in the bios is ideal but temps then shoot up to 45c+ idle.

Is there a better cooler out there value wise or should I stick for now and not worry.

60c under load is not bad for the hyper 212 (according to your specs) and it's a fine temp for your CPU considering its a six core xeon.

If temps are limiting your OC or it is throttling then you could invest in a new cooler but if not I wouldn't worry as long as it's not staying over 80C for extended periods of time

The Hyper 212 was never a great cooler but it was inexpensive. The flagship coolers from Noctua (D15) and Cryorig (R-1) do 8 - 10C better but they are $90 ... Most AIOs can't top thier thermal performance and the ones that can, are very noisy. The Scythe Fuma OTOH beats those expensive flagship coolers and typically costs $45. Since it's arrival it's pretty hard to make a case for any of the mentioned coolers. Grab a $4 tube of Shin Etsu G751 TIUM from Directron and you have a top ass cooler installed for $50.

That being said, if the worst you see is 60C, I don't see that you have a concern

Look at Scythe, Cryorig, Thermalright, Xigmatek for coolers, do uou have a case size restriction?

well my next upgrade will be a new case.

a better case with more fans on it may help for better cooling aswell as a new cpu cooler.
my current case is a bit old now.

If you had to do something. Maybe try fitting an extra fan on it for push pull.

Take it as far as you can until you cant cool it anymore. At that point you should decide if you need a bigger cooler if the gains in speed are worthwhile to you. 50 bucks gets you a True Spirit 140 Power, which does a couple of c better than Le Grand Macho RT which is 80 bucks. Both of those coolers destroy the 212 Evo. If you are feeling a bit spendy, go ahead and splurge on a TY-143 fan. If you are happy with the Evo, stick with it. I have an Evo, I like its small size, its tiny! Lol. TDP escalates rapidly once you leave the standard voltage range. I have an x5690 and she's a beast. It especially hates trees and polar bears.

Unless the 60*C max temperature is limiting your overclocking and you really want an additional 100-200MHz, I'd say do not bother. Also chasing idle temperatures from 38 to 30 does not really matter one bit and the idle temperature of 38 you are observing is perfectly fine.

There are much better heatsinks available but they will not change the actual perceived performance of your machine.

It would be money poorly spent.

I'd say at Idle @35C and @Load under 80C is fine. Anything higher then replace the cooler
