New rtx2070 super not performing as expected

Okay, I apologise beforehand for the long post!
I got an MSI Rtx 2070 super gaming X trio for Christmas. This was to replace my gtx1060 3gb. I did a clean uninstall of my gtx 1060 drivers with DDU before shutting down and removing the card. I've installed the RTX2070S now and it's not performing as expected. Battlefield 1 is the game that I'll be using as an example. Online benchmarks say that I should be able to to run the game on epic settings at around 160 FPS. I get around 140 which isn't exactly much lower. The real issue is when I drop my in game settings to low. On low settings I should supposedly get around 260 FPS. I get 140. Before you think it's a bottlenecking issue, my cpu usage is around 30-40%. It's a 2700x so shouldn't be a problem. It is also worth mentioning that my gpu usage is around 30-40%, obviously an issue. I ran gpuZ whilst playing the game and saw that the GPUs power usage was rather low at around 100W during gaming. My gpu clocks are find during gaming at around 1900mhz. Pc power settings are also set to high performance as are my Nvidia 3d settings. If you need to see my entire build it is here: https://pcpartpicker.com/user/Joshuamkc/saved/9HL9GX
Thanks in advance to anyone who replies and please let me know if you need more info!

Check your Memory A-XMP setting is active and set to your max RAM speed.

Download and run Superposition - UNIGINE Benchmark , it's a great free benchmark that will max load your GPU, monitor your GPU power usage while it's running.
Make sure there is no fps limit active in BF1 cause it does have one in the graphic options.
If you have Rivatuner installed make sure the fps limit is set to zero aka no fps limit.

Check your PSU and make sure two cables are supplying the video card not two connectors from one cable , if you can try another PSU.

30-40% on the CPU doesn't mean the CPU isn't the bottleneck. I'm not saying it is, but I'd bet something is bottlenecking the GPU. IIRD, BF1 only uses 4 threads(or maybe it's 6). So on a 16 thread processor like yours, BF1 maxing the CPU out would only give about ~25-37%

Check with some other stuff first, stuff that really maxes out the GPU. Or just way jack up the settings in BF1. But, if you're playing BF1 at 1080p, I can see the CPU bottlenecking a GTX2070 Super.

I'm with newtekie, your CPU probably *is* the bottleneck - intels where you go if you want 240FPS action, ryzens great for 100+ but depends how well threaded a title is

Realistically I doubt even Intel can deliver the 260 FPS OP wants.
Maybe with a 9900KS OC suicide run on LN2.
BFV is basically the same FrostBite Engine.

You aren't going to get 260 fps on most setups, even with 9900ks & 2080Ti. You'll have to sacrifice a lot of IQ to get there, at which point you might as well give up because the trade-off isn't worth it IMO.

On some game engines, even lowering the graphics won't get you to 260FPS, there are often bottlenecks within the engine.
In some cases even the 9900KS will be a "bottleneck" for higher FPS.

most of benchmarks are story mode, MP is the real deal imo

before i had stuttering and was unplayable for me after a few updates from bfv i can play but still i dont see neither the cpu or the gpu going over 65% usage in mp

i think 2070super isnt suitable for fullhd, it will not run on full performance, also will bottleneck somehow, go pay for better monitor:)

He's probably saying to increase the resolution, go high(er) than full HD.

and how is that going to increase FPS at all?

I think he means at 1440p the 2700X will be less of a bottleneck... That the 2070 super is too fast for it at 1080p.

I think the OP has a 1440p monitor not sure why he would he running it at 1080p though.

Something lost in translation perhaps, not all of us have English as their native language. It's 3rd or 4th in line behind the ones I speak at home.

OP has both 1440p and 1080p monitors, but the 1080p one is 144Hz, so I'm guessing that's his main one for gaming.

2700X is the bottleneck. If nothing else, dropping the settings to Low resulting in the same FPS shows very clearly that GPU is not your issue.
Either live with the 140FPS (which isn't bad by any measure) or upgrade your CPU (any 3000-series Ryzen is the easiest upgrade path).

CPU bottleneck and a minor one at that

Ignore this and move on, after all OP you already have 140 FPS and up which means you are using your high refresh rate display as advertised.

The potential gains of a cpu upgrade are going to be minor at best.

monitors are holding you back here. $950 for a 1440 60hz? and 1080p @144hz which exactly are you gaming on?

I can see paying $950 for a large 4k @60hz monitor, but not 1440.

Also BG1 is old and not, shall we say it?, optimized for current gen games and cards.
The Dell U2711 is an old, discontinued prosumer monitor - launched around 2011 (hence the name, 27 for size, 11 for model year) which has been superceded by several newer models (13, 15, 17, 18 and 19 AFAIK, many with several models that year). Any current pricing for such a monitor is thus likely to be silly. I paid around 5000NOK for mine back in October of '11, or around $700 at the time when subtracting VAT.

Change the frame rate max in the game to 200fps sounds like it’s at 140fps
If it’s already set then it’s a driver or cpu bottleneck.
I run 60fps on ultra with my setup. My brother has the same card with a 7700k and his is 118fps average
