Newbuild micro-stutters 2070RTX

Like so many people on the forums, I am experiencing these micro-shutters in almost every game I play.. My FPS will dip slightly 1-20fps but the game will stutter for a split second or 2. I ran latencymom and will post results below.
aside for these shutters, all the games run smooth as silk...

PC Specs:
CPU: I7-8700 @ 3.2GHz, 6 Cores
GPU: Nvidia 2070 RTX OC @ +100MHzCore & +900MHz Memory
RAM: 16GB DD4 3600 Corsair LPX
HD: 2x Samsung EVO SSD
PSU: Corsair RM850x Gold
Cooling: Corsair H110
Keyboard: Logitech G910
Mouse: Logitech G502
Monitor: DELL S2716DG 27" 4K 144HZ
Headset: Astro A40 with MIXAMP

Things I've tried:
swapping ram
Fresh windows install + CMOS reset
NO OC
updated all drivers + BIOS
unplugged front usb header on PC case
Winodws XP tweaks
QuickCPU
New DP wire
New UPS
New SSD
disabled & enabled XMP
g-sync on and off
so many other tweaks ive read off forums

Games that I experienced the issues with:
CS:GO <-- One of the worst with the shutters -> AVG FPS 250-350
CoD Warzone <--- Not as frequent -> AVG FPS 80-140
Path Of Exiles <-- Horrible shutters as well -> AVG FPS 100-140
WoW <-- Not too bad but does occasionally happen -> Avg FPS 80-100

Did you try to run the games without any OC (CPU/GPU)?
If you dont do that first everything anyone will say will be more or less worthless.

yes, I did and I am currently running everything at their default speeds and voltages. In fact, last night I just reformatted, reset bios to default settings and re-checked to make sure all my drivers were the newest, which they are. So right now I’m sitting on a fresh install with all up to date drivers, with nothing altered.

afternoon bump .. searched through the forums here and tried a bunch of different fixes that other people said worked for them and still have this issue.. Im literally unable to play my 2 favorite games due to this stutter, as it severely effects game play.

Benchmark Scores They're pretty good, nothing crazy.
Path of Exile will micro stutter HARD on NIC / Network Card acting up, so will CS:GO.... I'm willing to bet the other two will stutter on dropped packets/jitter as well -- what are you using to connect? what is your router/ISP looking like? What model of network card is on the new motherboard?

Did you try updating your Realtek/Intel NIC drivers(I'm assuming yes but have to ask)? Have you tried using Haste? Have you tried fiddling with any network settings?

0 Packet loss .. 400 Mbps connection .. all my tracerts look good ... ISP = Spectrum .. Modem = SB6190 .. Router = Nighthawk X4S R7800 .. I did update to latest NIC drivers off MSI site (Mobo brand) .. Havent tried haste, nor have I fiddled with network settings

path of exile has a network monitor overlay when you're playing alonside FPS etc.
when the stutters happen see if you have lag spikes.

If so then there might be an IO or Network issue that's causing your games to stutter which is why none of the other settings seem to make a difference.

I noticed the stutters tend to happen when buffering a new area and also when lots of minions/mobs appear out of no where on PoE .. Here is a screenshot of when it happened a few times within a few seconds..

Maybe some of the shutters are from the game servers.
I play some war thunder and lately their servers have been garbage.

Are you rendering in DX or Vulkan? Ever since they introduced Vulkan, GGG has basically left DX to rot and since Heist launched it runs like crap. Switch to Vulkan and see if that helps with stuttering. Also check to see if you have texture culling on, try toggling that. But honestly, all the games you listed are notorious for mediocre performance or outright performance issues. PoE runs like trash on most PC's, Warzone has been garbage since like Season 4 when they just kept adding more stuff to the map, WoW is heavily CPU dependent, and CS:GO behaves kinda funny if you have a really high frame rate.

Bro, you are the man... Vulkan and culling eliminated 90% of the stutters... I can actually enjoy the game again.. thank you so much.. Now, I just have to eliminate the stutters in CS:GO, cause it has a huge impact on competitive play... Warzone I finally got it a stable 80-144 fps with no stutters by playing with the settings a bit .. Same thing with WoW.. Now my only issue is with CS:GO and these micro stutters. Thank you so much!!

Dpc latency checker is better. Don't monitor the latencymon.
What you need to see is less than 100 microseconds in dps latency checker.
Also, look into thread optimisation and let us know. Your cpu might be weak. Sorry about that, you cannot have thread optimisation with a weak cpu, it will clog it.

Not sure, you had me pause for an instant. Just try dpc latency tuner, imo. You'll have an idea in no time.
This happens due to some features. I'm just giving an idea. I've heard and unheard it relate to shadowplay, but you're the boss.

Glad I could help. I've been back into PoE the last 2-3 seasons and I was having issues running on DX. Not sure what GGG did, but they clearly only optimize for Vulkan these days. I believe CS:GO has a bunch of launch options you can goof around with. Try doing that and make sure you have good CMDrate and Updaterate settings, as well as are trying different rendering methods. I think CS:GO also has Vulkan/DX11/DX12 modes, but I haven't played it in a long time.

Just got back into PoE this month .. I feel like GGG is just pushing out new leagues and not addressing issues .. Heist had quite a few bugs, still does.. DX runs like poop ..
