Put a fan on top of the card 120x25mm fan if it will fit and have it over the GPU area, even to just see if temps drop all that much for you. If it's a reference card the VRM 1 is on the right side of the card and VRM 2 is on the left side (going by your picture).
Did you get one of those brackets ?.
I got better temps removing old fans with the shroud too.
What could all so be happening is that the CPU cooler is pulling more of the air from the GPU too.

During mining craziness my 2 XFX 390X DD

worked hard with 86-90 C with room temperature about 35-38 C 24/7 whole summer in open stand
so i assume that's ok temps for cards if they well made
only one thing to note: stock coolers was interchanged with a block of 3 high speed 90mm delta fans
