Not sure its PSU or Mobo failure

Hi everyone,

I have recently built a PC with following spec:
3900X
ASRock X570M Pro4
128GB ram (G.Skill Trident Z Neo F4-3200C16D-64GTZN modules)
Seasonic GX-850 PSU
Inno3D iChill GTX1080 X4
Samsung 960 Pro 1TB SSD
Kingston UV400 120GB SSD
ADATA SP920SS 240GB SSD
WD 3TB HDD

However, my PC failed to power off completely (I have tried with the command shutdown -s -t 0 suggested by many others. Still same issue). When I clicked on Shutdown in Windows, the blue screen came up and later on the display signal was stopped. However, the lights and fans were still on after that. I had RGB on the ram sticks and those RGB were still on.

In this case, would it be a PSU failure or Mobo failure?

Please let me know if any further info is required for diagnosis too. Thanks.

Whats the error message the BSOD gives you, check dmp files and event viewer for details, what RAM have you got? what PSU have you got? What version of Windows? What BIOS version for your motherboard? What is your GPU? have you got the latest drivers installed for chipset and graphics?

So little information it could literally be anything at this point.... people here are not mediums, we can't guess all this, filling out your full system specs as a minimum would be helpful

Definitely not PSU at this point that behaviour is either Bios or a Driver issue.

As mentioned, we need more specs in detail to be able to assist.
Model names, numbers and full specs of parts, for example 128GB Ram does not help us with manufacturer, speeds etc.

Willing to wager on the RAM at this point, 64GB RAM on Ryzen isn't the easiest to get stable let alone 128GB (32GB/DIMM) RAM speed, model and current speed/timings is needed

Sorry for confusing you. That wasn't BSOD screen. Just the blue screen that says it is now shutting down the computer.

Test your PSU.

It's Seasonic GX-850 PSU and it comes along with a tester which I've tried to use and the PSU was fine. However, i am not sure if it just works sometimes and doesn't work somestimes.

Mine are G.Skill Trident Z Neo F4-3200C16D-64GTZN modules. Though they are rated at 3200Mhz, I intentionally let them run at 2666Mhz in order to test if the cause is overclocking on memory.

I've also edited my first post to include more information.
