Very recently I built my 2nd custom desktop computer in my life. My EVGA GTX 1060 fans are trying to spin or come on while I am in the bios. When I go into my asus z170 deluxe bios & after a while in the bios the gtx 1060 fans try to come on and I hear a odd noise coming from the graphics card. What is going on here?

Like what? Coil whine on idle when in BIOS?

I look into my computer case and I notice the graphics cards fan move alittle bit like they are trying to spin. Then I hear a noise coming from the card,

What noise? It's still a guess, we don't know what noise you mean. (spinning fans make some noise)

Are the fans able to freely rotate or maybe the fans are scraping the heatsink or a wire?

The gpu fans should spin while the computer is powered on ,which it has to be for you to be in the bios assuming of course the GPU is plugged in. Unless I'm mistaken that particular GPU has a cut off point where it stops the fans unless it reaches a certain temperature. it's likely bordering on the temperature which is causing it to either stop or start fan spin. If I understand what you're saying ofc

As I am typing this, the gtx 1060 fans are not spinning at all while in asus z170 bios. But earlier I noticed the gtx 1060 fans were trying to spin while in the bios very odd.

The card powers up, the fan gets the impulse to spin, the sensor reads that the temperature is under 60, the bios stops the fan. My VGA and PSU fans do the same thing when powering up. They move a notch, then stop cause the hybrid mode kicks in.

Not odd.. just likely at the tipping point. Who cares anyway, you dont use your pc in the bios.. move along. :)

though typically most spin up 100% and settle...evga, asus, and msi do this... at least on ftw2, strix, and gaming x/z. I dont know about your superpaletjetstream thing. ;)

their likely not spinning due to there being not enough load on the GPU to increase the temp to a point where the fans spin up,

probably depends on how much time it takes for various components to figure out what the hell is going on. some are just smarter :D

Not really. They are programmed to turn on to 100% and settle... at least the ones i mentioned. Again, i dont know about your polish/EU card maker does...

That's a good point, out of all my video cards they've all had a certain variance in regards to initialization when the computer is first started up. it's like the sensors are getting their bearings. I remember my old 6950 would run full speed for 10 seconds sometimes and the newer cards seem to do it a bit quicker often

Ok just was making sure this is normal. So this is common for the graphics card fans to attempt to spin while in bios. Ok I'm moving along in my life now thank you :)

Neither my GTX1080 SJS, nor my superflower PSU, A15 fan or ML120 fans which I'm using for case airflow are spinning to 100% when powering on.

I said nothing about the power supply or case fans... just the VIDEO CARDS cards i mentioned cucker. The 'major' brands tend to do this.

Cause it spins at 100% while there's no reason for it. It will scare your cat.

It really makes zero difference. Some spin in both directions for dust removal. Certainly no reason to think it 'sucks'.

May help for those like the op to see it kick up so they know its working in the first place. ;)

Excellent idea but what cards do this? I never heard of this before, I don't doubt you, I just never heard about this neat feature.

I don't know any graphics card doing this (don't think there are)...
But some Enermax fans do it:

"After starting the PC, the fan spins in reverse at full speed removing all the dust. After that it will shift back to the normal operation mode."

http://www.enermax.co.uk/fans/dfpressure/

Edit: So there are some cards doing this:
https://www.extremetech.com/computing/95009-msi-releases-air-cooler-that-de-dusts-itself

"For now Dust Removal Technology is only available on MSI’s top-of-the-range N580GTX Lightning Xtreme Edition (Nvidia GTX 580) graphics card"

It seems it wasn't all that great since they haven't used it anymore since....
