Turns it out it wasnt, those hashrates were mining a different kind of currency. 3060 is only limited for ethereum at this stage
Nvidia RTX 3060 hashrate restriction bypassed by miners
A week before the release of the RTX 3060, Nvidia announced that it would limit the hashrate of the latest Ampere member. If the driver detects Ethereum mining, the hashrate will be halved by software. The company then indicated that this limitation cannot be removed. According to Twitterer...www.techpowerup.com
