Obscure speed problem

My wife has a brand new Dell notebook with Windows 10 (which I even cleanly reinstalled to get rid of preinstalled junk).
I have just noticed it uploads at 0,7Mbit/s instead of 10Mbit/s, no matter what. Download speed is unaffected. What's even more obscure is that when I upload within the local network, the speed is full 1Gbit/s.
What the hell is going on?
Any ideas?

Test right next to your modem/router. Maybe antenna is weak.

I've just tested the speed over wifi, and I get full 10mbit upload.

Install Killer Network Driver (driver only)
Supports pretty much all killer products.

I already have the latest driver from the manufacturer's website.
What you linked here is over a year old. That will hardly help.

If it's a Killer NIC, you can probably get the vanilla Qualcomm drivers for it and remove all the Killer stuff. That or re-install them. I prefer to try to go with vanilla drivers where I can for Killer NICs. Or as @natr0n suggested, use the Killer Network Driver Only package, so you can bypass the extra software and features that you don't need in this use application.

After all the pain and suffering, he will learn to compile the latest kernel module of his LAN card and get even better performance! Just joking.

I would check motherboards with that card and try to get the latest driver, or even try older ones, there is no guarantee that the latest is working correctly.

You can force Windows to install the Qualcomm Atheros driver for most Killer Nics out there. If you can find out what Atheros chip the Killer chip there is on the board matches it should be a cake walk installing it.

Open Network and Internet settings, then click on View your network properties.
This will show what is used and speed settings currently in place.

I always had issue with Killer Network drivers from Dell, I always download the latest Killer Suite directly from their website.

I originally downloaded the suite and extracted the few actual driver files, BUT I think the problem is that piece of shit Windows automatically download the Control panel and there's nothing you can do about it. I uninstalled it, but it managed to mess stuff up anyway.
