Odd behavior rx560

Card was water damage. It arrived with a sticky residue on the card. I soaked it in alcohol and scrubbed it.

Plugged the card in i get nothing, no display at all.

But, the card will work somewhat if i go through these steps:

Plug monitors VGA port into motherboard.
Install RX560 into PC, but dont plug PCIe in or DVI out.
Boot PC into Windows on IGPU.
Plug in 6 pin.
Press restart in Windows.
Plug DVI in and unplug VGA.

Windows will now boot on the RX560. I installed the driver and it all looked fine in GPUz. GPUz screenshot: https://ibb.co/SfwpP95

Fan speed can be modified in msi afterburner.

However, the card doesn't perform right. Here is a userbenchmark result: https://www.userbenchmark.com/UserRun/23677412

If i restart the PC from windows, it restarts and boots on RX560.

If I shut down the system than try to boot it again, it wont boot.

I tried flashing the VBIOS and no avail.

I have a feeling when i get a video from the card its actually pushing the onboard gfx through the card, as changing the clockspeed of the gpu does absolutely nothing to performance.

White sticker: it got a lil worn due to alcohol. I registered the card with xfx so its a legit card and sn.

I backed up stock vbios then flashed the card with a different rx560 bios.

I tried this card in 2 systems. My main gaming PC and my GPU test system.

Main pc:

AMD Ryzen 5 2600 @4.2ghz
2x8gb G.skill Aegis overclocked to 3466mhz cl18
MSI B350 Gaming Plus
Sapphire nitro+ RX580 8gb
240gb a400 ssd
Corsair CX550m

Test system:
Intel Pentium E6700 @3.2
Dell G43 board
6gb ddr3
500gb hdd
ThermalTake SMART 600w 80+

This bottom system is just designed to be cheap and disposable and let me test cards without wrecking my good pc. It cost me like $40 all in.

Any help?
