Partial Depth Buffer problem with ATI cards?

Hey guys. I installed Simcity 4 recently and as always got an annoying jerkiness when scrolling. According to the SC4 documentation earlier ATI cards (before 9500) had this problem...

" # The Radeon series has a very slow path for partial
# depth buffer copies. This has apparently been
# fixed for 9500 and later models in the latest drivers,
# but cannot be fixed on previous Radeons because of
# hardware limitations."

I have the 9800SE and suspect that the above may still be a problem which will explain the annoying jerkiness in any game where scrolling is required. Does anyone know something about this or if there is a fix for it?

Yeah that does not help. It's strange because my old MX440 worked much better on older games like Diablo 2 etc. Scrolling was always smooth. I think this an ATI design flaw.
