Did you try(?):

1. reverse the CPU OC to stock
2. get latest chipset drivers
3. latest GPU drivers
4. latest board BIOS version
5. lower DRAM speed to 3200MHz (or disable XMP/DOCP completely)

Green screen=Looks like you're using an insider build. (if you're getting a GSOD error instead of a BSOD error)

Idk what kind of error it is it just turns green then restarts

Did you try(?):

1. reverse the CPU OC to stock
2. get latest chipset drivers
3. latest GPU drivers
4. latest board BIOS version
5. lower DRAM speed to 3200MHz (or disable XMP/DOCP completely)
I can try using the cpu at stock but I’m pretty sure that isn’t the issue
my latest bios version is in beta so I’m using the latest full version
And btw the green screen only happens some times then I’ll get a error saying wattman has set back to default settings due to unexpected falure

also i have a problem i just now updated my chipset drivers and when I check it in device manager it says its still on a driver from 2009

Why is it not showing the new chipset driver that I just installed

LOL, that's earlier than the date of 7 RTM! That's not a real date for 10. Just like how Microsoft still uses the year of Vista, for Windows 10 drivers!

Did you take out that overclock? They can induce subtle errors and is always the first thing to try.

Also, try the other troubleshooting steps that @Zach_01 suggested.
