Why does GPU-z show "PCI-E 3.0 x16 @ x16 1.1" instead of "PCI-E 3.0 x16 @ x16 3.0" at the Techpowerup's MSi R9 280X Gaming 3G review?

Yep it just does that one the card(s) are at idle.
 
Click the question mark next to PCI-e speed and version, that's what it's there for is this exact question. Run the GPU load test it provides and see if that idle changes properly.
