What is your PF (Page File) set to?

If you don't have enough, photoshop will freak out...it depends on the pagefile, it's designed to use it, so if you don't have enough or have it disabled you'll recieve the error message that you detailed in the OP.

You must have an awfully big file to run out of memory. When you created the new project make sure you filled out, for example, 1600x1200 pixels because I'm fairly sure inches is the default measurement.
