PNY RTX 4070 Ti XLR8 OC - New worse BIOS/version?

I recently bought a >>PNY RTX 4070 Ti XLR8 OC<< and I think I got a new version with a slightly worse fan curve, namely the minimum fan speed is: ~1450RPM (30%), there is no way to go below this value even manually (fan stop works, but the minimum speed after turning on the fans is ~1450RPM at 30%)

BIOS from my card (95.04.3C.C0.CD):

It is possible that the manufacturer decided to change the fan curve in the middle of the card's life...?

In more demanding games it reaches around ~1500-1600RPM, while in Time Spy Extreme Stress Test we have these results:

PS: UV 2850MHz / 1.000V - IMG 3
As you can see it would be possible to go down to these ~1000RPM but the card does not have this possibility, ~1450RPM is minimum.

All fans typically have a minimum fan speed to ensure smooth operation. The fans on your card simply can run faster in general, which means 30% results in more rpm. I guess PNY just put better fans on the newer cards. Is the noise a problem for you?

Nope, it's not a problem, I think the card is still pretty quiet, but it's no longer as impressive as it was in the TPU test, I wanted to see if anyone else hit this new revision :)

Still, it's a bit of a pity that there's no option to set it lower than that ~1450RPM, at UV the fans could run at much lower speeds..

Pretty quiet at 1450 RPM :D Based on the TPU review, the max RPM is a pretty standard 3400 RPM, so I don't know what's going on. 30% of it gives a 1020 RPM minimum.

The PNY 4070 non-Ti XLR8 actually has a decent 825 RPM minimum, and the standard PNY 4070 non-Ti has 885. If it can't be solved, just return it. There are many 4070 and 4070 Ti GPUs with 800ish minimums, including an exceptional Gigabyte Gaming OC 4070 Ti at low 600s with Quiet BIOS.

Thanks for the replies, I have further confirmation that in the new RTX 4070 Ti XLR8 OC versions the minimum fan speed is 1450RPM (native computer forum), I got information that in the latest RTX 4090 XLR8 this is also the case - fan start from 1450RPM..

Not nice PNY :wtf:

Flashing a GPU to change the fan profile is crazy..

I have a similar problem. After turning off the game, the card turns off the fans only after a few minutes. After UV temperatures below 35°C, the fans continue to spin. I wrote to the support asking if they are going to release any hotfix - the card is going to be returned :/

That is called 0rpm mode, it is a normal function.

I wanted to have a computer that would be silent when I'm not gaming on it, why would that be any weirder than, say, wanting to increase performance by a mere few percent?

No, it's no normal. 0rpm mode should turn on immediately when the temperature drops below the appropriate value. After 3-4 minutes the fans still working at 1450rpm...

As of this moment, I have 4 confirmed cases of PNY RTX 4070 Ti XLR8 OC "poor edition;)" (all with the same bios) and one PNY RTX 4090 XLR8 (starting from 1450RPM)
in attachment bios number for the hurt RTX 4090

There are no bios for these cards in the TechPowerUp database (apart from my uploaded one), so it is quite possible that the "castration" procedure was carried out using the BIOS, but this is still just a guess...

It is quite possible to upload an older version of the BIOS to the card would solve the problem, but probably no one will do it as long as the cards are under warranty :kookoo:

Found 30% is default (1000 rpm) from a comment on Amazon (page i buyed it non-OC btw) :


Upgraded from an EVGA 2080ti XC ultra, which provided terrific service for 5 years, and could probably go another 5 or longer. I’m 67 years old, an in my retirement decided to take the plunge into an 800 dollar pool of graphics technology. Folks complain about the price, and rightfully so, but I paid 1200 bucks for the 2080ti new. That’s the market, which by all indicators is not going to change. What changed in this case was the third party manufacturer – not EVGA (of course), Asus, Gigabyte, MSI, Zotac, et al…but instead, PNY.
PNY…hmmm. Well, why not. The Asus TUF version was the same price, but waiting a month wasn’t appealing. Getting a hold of the PNY in 2 days was. So, after researching a little bit for reviews of the PNY model, which in all cases were glowing (except for complaints about the cost), decided to give it a try.
So far so good! First of all, I do more productivity stuff like video editing and encoding, 3D rendering, and Paintshop, than gaming. That the memory bus width on this card is 192bit and not 352bit like the 2080ti worried me a little, but not anymore. Encoding and rendering times were substantially lower, 20-30 percent depending on the application. Not bad.
Of course, the kid in me ran the card through the 3DMark gamut just for fun. The particular card I bought overclocks to +205 Mhz GPU clock and +1300 Mhz MEM clock stable, anything above either setting crashes it...your results may differ a bit, depending on your luck with the silicon lottery. I DO NOT RECOMMEND you try this, at the risk of voiding your warranty if physical damage occurs as a result, regardless of what make you buy. These cards have a failsafe that shuts it down before that can happen, but you never know. Anyway, my benchmark results were good enough to get me a number 1 ranking on Time Spy or Time Spy Extreme, can’t remember, on similar systems (4070ti + I7 12700K). If you have a 3dMark account, take a look :)
Other thoughts:
1. The unit is bulky, long, heavy, and takes up 3 slots of mobo space, due to its enormous cooler. Ships with a support bracket if you’re worried about sagging. I used tie wraps attached to a drive cage. Looks weird, but works.
2. Very quiet, surprisingly. I’m using a custom fan curve with MSI Afterburner that keeps the fans off until 35 degrees (Celsius). Idles at 27-30 degrees depending on ambient temp. At 50% fans, just airflow noise…no discernible coil whine (but these are 67 year old ears)
3.When outrageously OCing, reached 280W. As I type this, a quick look at hardware monitor shows 4.2 watts at 31 degrees, no fans running per above. Btw default is 30% fans (1000rpm) ramping up with temp.
4. System: I7-12700K, this graphics card, Asus TUF z690 DDR5 mobo, 32Gb TeamGroup T-force DDR5-5200 RAM, Samsung 980 Pro 2TB M.2 system drive, Scythe Fuma2 air cooling, Corsair HX850W Platinum power supply.

Overall, I’m impressed with the PNY version and will give it 5 stars. If something occurs later with this graphics card that’s un-impressing, I will update this review.

2 1/2 Months later..nothing to report. Everything's fine. My only beef with PNY is trying to sell a factory overclocked card for 50 bucks more. In short, it's the EXACT SAME card with altered firmware. I retired from IT and industrial electronics after 40 years, and I can tell you you're wasting 50 bucks on the OCed version. You can easily OC to the more expensive version, and way beyond, with software tools like Afterburner. Having said this, I still admire PNY for manufacturing what has been an excellent version of Nvidia's 4070ti architecture, which originally was supposed to be the 4080 12GB. This is an NVidia thing, not PNY. If you are playing games or rendering models, this is, in MHO, all you need.

From my own (non-OC 2023 january 29) your BiOS looks older if referred to numbers !!

PNY - WHY?
As for warranty, dependant on the issue it may be possible to flash the bios back before sending a card back, is this another older version of your Bios? Found in the unverified section of our uploads .......

It was a good review, so i posted thinking it could be interesting anyway...
This is where the problem is, all those good reviews on the internet are no longer of value with the latest cards with bios where the fans start at 1450RPM....

The store confirmed that it has cards from the latest shipment.... Until a month ago there was no such problem in these cards, each (OC and non-OC) started with 1000RPM, until suddenly here came the new September one with new BIOSes and what you see happens.

I doubt that there is a hidden date in this string of digits ;)
As for warranty, dependant on the issue it may be possible to flash the bios back before sending a card back, is this another older version of your Bios? Found in the unverified section of our uploads .......


I think it is, it must be the bios between the oldest and the newest.

Since I can still return the card to the store I guess I will do so, I won't risk turning a piece of hardware of this value into a brick :D

Is this for real?! I was JUST about to pull the trigger on a PNY card because of the exceptional noise levels...

How widespread is this?
I have confirmed 5 cards in the OC version from the latest deliveries (Poland), 4 from a local store and one from Amazon, each with the same bios.

PS: And one RTX 4090 ofc. :D

A satisfactory answer is probably rather unlikely. But what does PNY say about the matter?
If the GPU chip has not received a revision update, I would try to flash an older BIOS.
