Possible for a Front Panel Header to be dead?

New motherboard and Im able to power everything on with the button on the board, but cannot get my front panel header set up right. Tried every combination of connections and tried shorting the power switch prongs with a flat head to no avail.

Is it possible for only the front panel header to be dead?

if you could turn it on by pressing power on the board and you couldnt turn on it by shorting the pins
i guess the err from your board not from front panel, except you can turn on the board by shorting the pins and it aint turn on when you use front button
try check the pins again, i guess you miss shorting the pins, try using pen. flat head could touch more than 2 pins so it wont turn on
