Possibly bricked RX 470

Hey guys, bought an RX 470 recently that the buyer said wasn't working. Figured I'd take a stab at trying to get it fixed. Windows recognizes it as an RX 470, but gives error code 43. BIOS is unknown in GPU-Z, so I've been trying to flash a new bios on it but I can't use AMDFlash in Windows and keep getting error 0FL01 when trying in DOS. Looking for any help/suggestions. Card has Samsung memory on it.

Got it, but I keep getting this error when I try to flash in Windows:

Are you unzipping the file?

Since your card is bricked, you need to remove the heatsink to verify what memory is on the card

Yep, got it in a folder on my desktop with all the other files unzipped in the same folder along with a bios for the card. The memory is samsung, picture attached

I’ve only been a member here for a few months, but in those few months I have never seen so many people flashing video cards as much as you guys, and then they get bricked! Crazy times man. You guys have taught me to stay away from that craziness. This isn’t directed at the op, so please don’t take it personally. It’s just an observation.

It is crazy. I got the card in this state, just thought I would try my hand at fixing it. Turns out, I have no idea what I'm doing, but I'm trying to learn!

Here is the tool you need, download it, open it with Administrator Privileges (right click it)

Here is the Verified file you need, if you get a ID mismatch then flashing will need to be done an alternate way.

I would suggest removing the gpu drivers.

Build Date 2016 11 03

Here are unverified files
This has a newer build date than the above file

2017 07 04

Build date 2016 11 03

I have followed all the steps, including uninstalling drivers, but I am still getting this error when trying to run amdvbflashWin as an administrator:
