If you take a look at the little board he is using, it's a 19V supply that pushes 360 watts. Super strange that it converts 19V down to 12V, but it looks like it takes it's own 19V source presumably from another brick. Besides that, I wouldn't trust using that M.2 to 16x board unless you've got a way to provide the required PCIE power to the 16x slot the GPU is in, otherwise you risk burning out that adapter and possibly the NVME port on the mobo.
