Quadro P5000 performance drop issue

Hi,
I would like to ask for support regarding my GPU and perfromance issue.
I have bough recently Dell M7720 with spec below:

Intel(R) Core(TM) i7-6920HQ CPU @ 2.90GHz 2.90 GHz
16 GB RAM
Graphic card NVIDIA Quadro P5000
Win10 x64

Unfortunately after few minutes of high workload/intensive gaming (tested during gameplay both in DCS and MSFS2020) I have expected some kind of performance issue showed on screens and attached logs.

As I understand PerfCap Reason is thermal, but GPU temp/Hot Spot are very far (60-70) from it's 91*C limit and I wonder if GPU is faulty. FPS drop from 60 to 20 and gameplay become impossible. Could someone judge how to solve it ?

Additional Information:
-in BIOS integrated graphic turned off to force NVIDIA only
-Nvidia drivers updated, energy management set for max performance, most of the rest settings left default, tried many setttings, no result
-Dell drivers updated via Dell Support Assist, also tried Dell Power Manager to set it on Ultra performance, no effect
-I have got two serviceable Power Supply's, tried the another one, so power supply is fine.
-CPU usage is at 60%, I suppose it is not a CPU bottleneck related issue.

Test with some benchmarks, such as 3DMark, Ungine Valley, Unigine Superposition.

Then compare your own test results with those of others with a similar or same GPU/CPU.
If benchmark results are too low when compared with same/similar laptops, it is possible your laptop has a hardware issue (or issues!).

Thanks for reply. I have asked the seller for such test on similar machine to show the difference, but they refuse and ask to send back the laptop for troubleshooting. Unfortunately I use laptop also to work and right now I am unable to send it back.

Currently I figured out to put laptop on self-made 2 cm distance above the table to make sure fans take cold fresh air from the bottom, and issue is almost solved, thermal throttling is rare, or when the settings in game are crazy high.
I have tried also cooling plate but fans are blowing air NOT into the cooling channels but also around it and thermodynamic effect is worse - hot radiator temperature is mixed with hot air near PCBs. It might be very strange but the best effect is to simply lift the laptop a bit above the table. By the way I have checked fan speeds, these are correct, 3650 RPM while target is 4000, Dell says it is ok.

This does look like a thermal problem indeed. If I understand correctly the "thermal" perfcap result is not only for GPU/hotspot, but other thermal sensors like VRM, that GPU-Z doesn't have access to, but that the GPU monitors to prevent damage.
