R9 290x vRAM not downclocking at idle

So out of the blue my R9 290X has decided it wont lower the vRAM frequency when I'm at idle/desktop mode. Instead of running at 150mhz while not under load or running multi monitors it is running full tilt at 1250mhz driving up VRM and GPU temps to around 50-54c idle temp, I haven't done anything to warrant it running at full speed

Have you confirmed power settings didn't change?
What about a driver reinstall... try that?
Anything going on in the background?

Do you have 2 monitor? normally, it does this when you have 2 monitor or when you enable overclocking in the driver (well at least, it was doing it on my 290 )

Ok no multi monitor, connected to LCD via DVI-D have reset afterburner/overdrive settings to default so no oc and stopped AB starting up with windows and still the same, I will do a driver clean and reinstall and see if that fixes it.
